Parking fines in Zurich: what the slip on your windscreen actually is

In Zurich three different pieces of paper look like a parking fine: the official penalty from the city police, an invoice from a private parking company, and a later charge from the company you rented the car from. Only the first one is a fine, and only the first one has an amount the other side does not get to decide.

If you are new here, start with the blue paint

Most Zurich street parking is a blue zone. The bays are marked in blue, they are meant for short stays, and you show a cardboard parking disc on the dashboard set to the time you arrived. How long you may stay depends on the local rules, and the disc is what makes your arrival time checkable. Arriving five minutes ago does not help you if there is no disc in the window.

That is the part visitors miss. The fine is usually not for parking somewhere forbidden. It is for parking somewhere permitted without showing the one thing that proves when you got there.

An official penalty and a private invoice are not the same document

Only an authority can fine you. On public ground that is the city police, the amount is set by regulation, and there is a defined procedure with deadlines if you want to contest it.

Private ground works differently. A company acting for the landowner charges what is called an Umtriebsentschädigung, and legally that is a civil claim, closer to an invoice than to a penalty. If you do not pay, the company can start debt collection or sue you. What it cannot do is impose anything on you, and on request it has to show who instructed it and what the amount is based on.

We see this document from both directions. On our own parking spots we issue these charges ourselves, CHF 60 since August 2024 and CHF 40 before that. We have also received them, for a car standing on an access road where we were renting a space at the time. They were dropped once we produced the lease.

Zurich voted for car sharing permits, and they still are not in force

If you have read that Zurich is opening the blue zone to shared cars, that is half right. Article 22 of the new parking permit ordinance creates a permit for station free car rental, and voters approved the ordinance on 28 September 2025, by 63,763 to 56,948.

Approved is not the same as in force. On 3 December 2025 the city council brought only part of it into effect on 1 January 2026: electronic issuing of permits, taxi ranks, and the fee framework. Article 22 was not included and still has no commencement date, because pedestrian associations appealed against pavement parking elsewhere in the same ordinance, so the city is enacting only the uncontested parts. Until that changes, the 2011 ordinance applies, and it does not recognise car sharing at all.

The E in E-Bewilligung means electronic

It does not mean electric, and the confusion is understandable, because a different article in the same ordinance really does require zero emissions. The E refers to receiving your permit digitally and having it checked against your number plate rather than a sticker in the window.

On a rental car, the bill reaches you last but it does reach you

The authority writes to the registered keeper first, which is the rental company. The company then names the driver or passes the charge on. You were driving, so the cost is yours either way.

What surprises people is the timing. Weeks can pass between the violation and the letter, sometimes months, and by then your rental ended long ago. That is why rental companies keep your payment method on file after you hand the car back. What to do when the claim looks wrong

Dispute it in writing, inside the deadline printed on the document. Note the date, time and location, and photograph the signage and your disc or permit before you drive away. For an official penalty there is a formal procedure. For a private claim, write to the company and ask for the landowner's instruction and the basis for the amount.

Our own case is a fair illustration: the claim disappeared as soon as the parking lease was on the table. Proof that you were entitled to be there is the strongest thing you can hold, and private operators do maintain whitelists that an authorised plate belongs on.
